History, Policy‑Based Directions for Secondary Teacher Training Programs in Sindh Government Institutions

This study attempts to explore the policy direction, institutional structure, and gaps in the implementation of secondary school teacher training in government schools in the province of Sindh, in a historical perspective. The present study is a secondary qualitative research study that uses document analysis and thematic content analysis of selected education policies, government reports, institutional records, and scholarly literature from 1947 to 2017, and Wood's Dispatch of 1854 as historical background. Some of the key policy documents are the National Education Conference 1947, the Education Commission 1959, National Education Policy 2009, National Professional Standards for Teachers 2009, Minimum Standards for Quality Education in Pakistan 2017, National Curriculum Framework 2017, and Draft National Education Policy 2017. The analysis indicates the gradual growth of teacher training institutions from colonial-era normal schools to diversified teacher training institutions such as PITE, STEDA, and Government teacher Training institutes in Sindh. Results show an increase in institutional presence, course diversity, teacher licensing, teacher standards, and professional development. It suggests more robust implementation of policy, harmonization of curricula, institutional capacity enhancement, hands-on training in schools, better licensing systems, and better linkages with federal and provincial agencies.
